On August 5, 1902, Annie Celia Spurgin of Des Moines, Iowa, received a patent for a new garment-supporting webbing that helped fasten skirts more securely to the waist. Her design used flexible webbing with small hook-receiving strips, providing a lightweight, washable alternative to the rigid metal supports then in use.
